What's Happening?
The U.S. Army is implementing a new strategy to rapidly acquire and deploy electronic warfare (EW) capabilities to soldiers, despite a lack of new program starts in the fiscal year 2027 budget. This approach leverages existing prototypes and broad requirements
from other programs. Key to this strategy are two recently published documents: a Characteristics of Need (CoN) for Electromagnetic Spectrum Operations (EMSO) systems, which outlines general requirements, and the Rapid Electromagnetic Warfare & Signals Intelligence Commercial Solutions Offering (REWSI) Commercial Solutions Opening (CSO), a library of commercial capabilities. Mark Saxon, deputy project manager for Electromagnetic Warfare & Collection, indicated that this allows the Army to experiment with small quantities of systems, particularly with V Corps, which has troops deployed in Eastern Europe. The REWSI will enable the Army to select capabilities from a commercial library, fostering competition and ensuring tailored solutions for different formations and theaters. Additionally, the Army plans to utilize funding and requirements from other existing EW and non-EW programs to provide more EW gear to units, addressing a long-standing need to catch up after divesting many EW systems post-Cold War.
