What's Happening?
Transport Scotland has shortlisted three contractors for the fifth phase of the A9 dualling programme, covering the stretch from Pitlochry to Killiecrankie. The project involves upgrading 6.4km of the A9 to dual carriageway,
including the construction or upgrade of nine bridges and new active travel links. The scheme will be delivered using Transport Scotland's modified NEC4 Engineering and Construction contract, which includes a capped carbon reduction fund to support lower-emission construction measures. The contract award is expected in autumn 2026, with completion anticipated by 2030.
Why It's Important?
The A9 Dualling Programme is a significant infrastructure initiative aimed at improving transportation links between Perth and Inverness. By converting single carriageway sections into dual carriageways, the project enhances road safety, reduces travel times, and supports economic growth in the region. The inclusion of carbon reduction measures aligns with sustainability goals, promoting environmentally responsible construction practices. The project also provides opportunities for local subcontracting and education outreach, contributing to social value in the community.
What's Next?
The project will move into a final tender phase after the dialogue period concludes. Transport Scotland anticipates the dualling will be complete by 2030, at which point nearly half the A9 between Perth and Inverness will be dualled. The next procurement stage will help refine designs to deliver value for money, with social value requirements including commitments to skills and training, wellbeing, and local subcontracting.
Beyond the Headlines
The A9 Dualling Programme represents a long-term investment in Scotland's transportation infrastructure, with potential benefits for regional development and economic growth. The project's focus on sustainability and social value highlights the importance of integrating environmental and community considerations into large-scale infrastructure projects.
