The Environmental Protection Agency (EPA) is moving forward with its review of four chemicals under the Toxic Substances Control Act (TSCA): 1,3,4,6,7,8-Hexahydro-4,6,6,7,8,8-hexamethylcyclopenta [g]-2-benzopyran (HHCB), phthalic anhydride, o-dichlorobenzene
(oDCB), and p-dichlorobenzene (pDCB). The agency has released draft documents for public comment and independent scientific peer review by the Science Advisory Committee on Chemicals (SACC). These chemicals are commonly found in various products, including fragrances, paints, coatings, cleaners, and industrial processes. The EPA's draft risk evaluation for HHCB, a fragrance ingredient, indicates no unreasonable risk under current law across 22 conditions of use. However, for phthalic anhydride, used in paints and plastics, the draft evaluation identifies unreasonable risks to workers and consumers from dermal and inhalation exposure. For pDCB and oDCB, used in manufacturing and cleaning, draft hazard assessments confirm serious non-cancer health concerns affecting the liver, kidneys, respiratory, nervous, and reproductive systems. While current evidence suggests pDCB is not likely to cause cancer in humans and a quantitative cancer assessment for oDCB is not warranted, the EPA acknowledges ongoing concerns about long-term cancer risks. For HHCB and phthalic anhydride, additional public comment periods will be open for 60 days in their respective TSCA dockets. The EPA will carefully consider all feedback from the SACC and the public before finalizing the risk evaluations. If unreasonable risks are confirmed for phthalic anhydride, the EPA plans to propose risk management actions to reduce or eliminate unsafe exposures in workplaces and homes. The agency will also release draft risk evaluations for pDCB and oDCB prior to the June SACC meeting. All existing protections, regulations, and risk management measures for these chemicals remain in effect during this review process.
