What's Happening?
The City of Sun Prairie's Common Council voted on Tuesday, October 20, to create an Ad-hoc Referendum Taskforce (ART). This task force is being established to determine the city's path forward as it approaches state-imposed levy limits. The ART will consist
of 15 community members and will be co-chaired by Mayor Steve Stocker and City Council President Rex Owens. Its primary responsibilities include assessing the previous referendum process, considering resident needs and concerns, and providing recommendations on the timing, size, and components of any future referendum. Additionally, the task force will advise on communication and engagement strategies for such referendums. Applications for community members to join the ART are currently open until November 16. Following the application period, Mayor Stocker will nominate members, who will then be confirmed by the City Council. The task force is scheduled to commence its meetings in December 2026 and is expected to conclude its work by August 2027.
Why It's Important?
The formation of the Ad-hoc Referendum Taskforce is crucial for the City of Sun Prairie as it directly addresses the fiscal challenges posed by state-imposed levy limits. These limits can restrict the city's ability to fund essential services and projects, potentially impacting public infrastructure, education, and other community programs. By involving community members, property owners, and business owners in the task force, the city aims to ensure that any future financial decisions reflect the diverse needs and concerns of its residents. The recommendations from this task force will likely shape the city's financial strategy for years to come, influencing local taxes, public services, and overall economic stability. A well-considered approach could prevent potential cuts to vital services or ensure that any proposed referendums are well-received and understood by the electorate, thereby maintaining community well-being and growth.
What's Next?
Applications for the Ad-hoc Referendum Taskforce are open until November 16. After this deadline, Mayor Stocker will nominate 15 community members, who will then require confirmation from the City Council. The task force is slated to begin its meetings in December 2026. Over the subsequent months, the ART will conduct its assessment of past referendum processes, gather community input, and deliberate on potential future referendum strategies. The task force is mandated to complete its work and provide recommendations no later than August 2027. These recommendations will then be presented to the Common Council, which will likely use them to inform decisions regarding future referendums and the city's long-term financial planning in response to state levy limits.
