A recent RAND report, 'Breaking Glass, Missing Hands,' indicates that the United States lacks sufficient engineers, technicians, and assemblers to rapidly rebuild military space assets if they were destroyed in a conflict with China or Russia. The study,

Michael Guetlein, examined the feasibility of reconstituting lost satellite capabilities within 12 to 24 months, a significantly faster pace than the typical decade-long replacement cycle. Researchers analyzed labor statistics from late 2024 to early 2025 and interviewed industry and education representatives.
