A delegation of 31 officials and development groups from Grand Forks, North Dakota, visited Sioux Falls, South Dakota, to gather ideas for redeveloping Grand Forks' former water treatment plant. The group toured two mixed-use developments along the Big
Sioux River: the Steel District and Cherapa Place. The Steel District, a seven-acre project completed in 2024 on a former industrial site, includes office buildings, apartments, retail, and a hotel. Cherapa Place, built on the site of the former Zip Feed Mill, features five buildings with office space, apartments, retail, and a parking garage. Both projects involved public-private partnerships and utilized tax increment financing (TIF) for parking garages. Grand Forks Mayor Brandon Bochenski expressed inspiration from the trip, which cost approximately $3,500 for city officials' hotel rooms and group meals, with other costs yet to be calculated. The Grand Forks city leadership began discussing the redevelopment of their water treatment plant property in 2024 and renewed efforts in December after no action was taken on initial proposals.
