U.S. space nuclear programs are experiencing a surge in interest but are confronting significant near-term and long-term challenges, according to industry officials. At a recent Space Nuclear Industry Symposium, government and industry representatives
highlighted progress on initiatives like NASA’s Space Reactor 1 Freedom project, aiming to launch a nuclear electric propulsion system by late 2028, and the Lunar Reactor 1 for lunar power. Aaron Miles, coordinator for strategic capabilities in the White House Office of Science and Technology Policy, noted that while the U.S. possesses the capability, risks include a lack of production for ceramic high-assay low-enriched uranium (HALEU) fuels, which are crucial for space nuclear reactors. Demand for HALEU is also increasing from terrestrial nuclear power systems, creating potential bottlenecks. Other issues include supply chain vulnerabilities for reactor components, a limited workforce with combined nuclear and space expertise, and restricted access to ground test sites. The U.S. Army's Janus program, developing microreactors for bases, also contributes to the competition for resources and expertise.

Bhavya Lal, former NASA associate administrator, emphasized the need for NASA to initiate work on an SR-2 mission before SR-1 launches and to develop contingency plans for potential schedule slips. She also stressed the importance of securing multiyear appropriations from Capitol Building to ensure long-term program stability, preventing future administrations from easily canceling projects. The U.S. Army is expected to announce selected companies for its Janus microreactor development program and the locations for these reactors, further shaping the landscape of advanced nuclear applications.

Beyond the immediate technical and logistical hurdles, the long-term sustainability of U.S. space nuclear programs faces a significant political challenge. The current support for these initiatives is largely 'positional,' tied to specific individuals and administrations, rather than being 'structural' through enduring legislative frameworks. This lack of structural support raises concerns about program continuity across presidential transitions, as past space nuclear projects have been canceled despite initial successes. To avoid repeating history, where a single reactor launch is followed by program termination, there is a critical need to embed these programs within robust legislative and budgetary commitments. This would involve educating and engaging Capitol Building more deeply, moving beyond mere briefings to foster a sense of ownership and secure consistent, multi-year funding, thereby insulating these vital programs from political shifts and ensuring their enduring success.
