The investigation details that Ángel Luis Guzmán Vásquez, along with family members Angeury Guzmán Vásquez, Milagros Vásquez Gálvez, Ángel Guzmán Patricio, and Adonay María Carrasco Heredia, are implicated. These individuals are accused of using actual codes belonging to doctors within the alleged criminal group to approve specialized consultations and minor outpatient surgeries. The Public Ministry states that these doctors received financial benefits for each procedure. Ángel Luis Guzmán Vásquez, who worked as an assistant in Senasa's Medical Authorizations Department from March 8, 2021, to November 1, 2022, is believed to have leveraged his position and knowledge of internal protocols to execute these fraudulent activities. The scheme involved making calls to Senasa's Call Center, using real patient data for services that were neither requested nor received, and often employing fictitious names to conceal their identities. Over 4,300 irregular authorizations are currently under investigation, spanning from January 28, 2021, to February 20, 2025.
