What's Happening?
Creative Commons (CC) is actively addressing the challenges posed by generative artificial intelligence (AI) to cultural heritage institutions (CHIs) and the concept of open heritage. The rise of AI, particularly its use of openly licensed and public
domain cultural heritage materials for data development, has created significant disruptions. CHIs, which traditionally aim to provide broad public access to their collections, are now facing issues such as increased bot traffic from profit-driven AI companies, strain on infrastructure, and a lack of value sharing from AI developers. This has led some institutions, like the National Library of the Netherlands and Trove, to restrict access to their collections, creating a paradox where the mission of sharing heritage is undermined. In response, CC is developing 'CC Signals,' a new tooling designed to establish standardized, prosocial conditions for accessing and reusing heritage data in an AI context, aiming to balance open access with responsible AI development.
