A recent two-year federal study has confirmed significant gaps in wireless communication coverage in Pendleton and Pocahontas counties, West Virginia. The study, commissioned by the U.S. National Science Foundation and the National Security Agency at the request
of U.S. Sen. Shelley Moore Capito, revealed that Pendleton County has only about 47% mobile coverage from vehicles and 49% portable radio coverage from handheld devices. Pocahontas County fares slightly better with 71% mobile coverage but only 13% portable radio coverage. These figures are significantly below the nationwide standard of 95% or higher. The problem stems from the establishment of the National Radio Quiet Zone (NRQZ) in 1958, which spans nearly 13,000 square miles across West Virginia, Virginia, and Maryland. The NRQZ was created to protect two federally important facilities, the Green Bank Observatory in Pocahontas County and the Sugar Grove Research Station in Pendleton County, from radio frequency interference. This historical restriction has severely limited the development of modern wireless infrastructure in these areas, leading to the current communication deficiencies.
