The International Organization for Migration (IOM) has developed the Operational Migration Crisis Operational Framework (MCOF) to address migration crises, which are characterized by large-scale population
movements due to various crises. The framework aims to support affected communities by ensuring access to fundamental rights of protection and assistance. It combines humanitarian activities with migration management services and is based on international humanitarian and human rights legislation. The MCOF includes three pillars: time phases (before, during, and after the crisis), 15 sectors of assistance, and coordination with relevant actors. The framework is designed to provide comprehensive support to migrants and displaced populations, addressing their needs in temporary accommodations and facilitating effective assistance and protection.
