What's Happening?
Vietnam and France have issued a joint statement to promote the implementation of their comprehensive strategic partnership framework. This statement was released during General Secretary of the Communist
Party of Vietnam Central Committee and President To Lam's official visit to France, where he also attended the International Space Summit. The two nations reaffirmed the importance of maintaining peace, security, and stability in the East Sea (internationally known as the South China Sea) and upholding the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They emphasized that UNCLOS provides the comprehensive legal framework for all activities in the seas and oceans, supporting the peaceful settlement of disputes and opposing the threat or use of force contrary to international law. Both countries also stressed the importance of freedom of navigation and overflight, and unimpeded trade in the East Sea and globally. Furthermore, they recognized the significance of ocean conservation and sustainable management in achieving sustainable development goals, welcoming the entry into force of the Agreement on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ Agreement). The first Conference of the Parties (COP1) for this agreement is scheduled for January 2027.
Why It's Important?
This joint statement is important as it underscores a shared commitment between Vietnam and France to international law and maritime stability, particularly in the East Sea, a region of significant geopolitical and economic importance. The reaffirmation of UNCLOS as the legal framework for maritime activities sends a strong message regarding adherence to international norms in a contested area. For the United States, maintaining freedom of navigation and a rules-based international order in the East Sea is a key strategic interest, as disruptions could impact global trade and security. The emphasis on ocean conservation and the BBNJ Agreement highlights a growing international consensus on protecting marine biodiversity, which has long-term implications for global ecosystems and resource management. This collaboration between a Southeast Asian nation and a major European power could influence regional dynamics and encourage other nations to uphold similar principles, potentially contributing to a more stable and predictable maritime environment.
What's Next?
The upcoming first Conference of the Parties (COP1) for the BBNJ Agreement in January 2027 will be a crucial next step, as it is expected to lay the foundational framework for the agreement's implementation. Vietnam and France will continue to promote transboundary cooperation regarding the Mekong River, with France offering assistance to Vietnam in ratifying the Water Convention. Both nations are committed to fostering cooperation within the Francophonie community, including in education, training, science, and technology, with the 20th Francophonie Summit scheduled for November 2026 in Phnom Penh. They will also strengthen cooperation in defense, particularly in industry and technology, and enhance collaboration in combating organized crime, preventing illegal migration, and implementing the UN Convention on Cybercrime. The continued full implementation of the EU-Vietnam Free Trade Agreement (EVFTA) and France's progress in ratifying the EU-Vietnam Investment Protection Agreement (EVIPA) are also anticipated. These ongoing efforts aim to deepen their comprehensive strategic partnership across various sectors.
Beyond the Headlines
Beyond the immediate diplomatic and environmental implications, this joint statement reflects a broader trend of nations seeking to reinforce multilateralism and international legal frameworks in the face of global challenges. The explicit mention of opposing power politics and the threat or use of force contrary to international law suggests a shared concern about rising geopolitical tensions. The focus on the East Sea, a flashpoint for territorial disputes, highlights the complex interplay between economic interests, national sovereignty, and international law. The collaboration on ocean conservation, particularly the BBNJ Agreement, signifies a recognition that environmental issues transcend national borders and require collective action. This partnership could serve as a model for other bilateral and multilateral engagements, demonstrating how diverse nations can align on critical issues like maritime security, environmental protection, and sustainable development, thereby contributing to a more stable and cooperative international order.
