What's Happening?
Sheng Hong, a deputy to the National People's Congress and Party secretary in Shanghai, is at the forefront of a grassroots legislative initiative in China. This initiative, established by the NPC Standing Committee's Legislative Affairs Commission in 2015,
aims to directly involve citizens in the legislative process. As of December 2025, there are 60 such contact points nationwide. Sheng's community was among the first to participate, and she has been actively involved in legislative consultation meetings, ensuring that public opinions are incorporated into legislation. These meetings have reviewed numerous draft bills, with over 5,800 suggestions submitted and more than 430 adopted. Sheng emphasizes the importance of public participation in the legislative process and has proposed improvements in mechanisms for collecting public opinions and protecting minors online.
