The Quad nations, comprising the United States, Japan, India, and Australia, are facing challenges in their critical minerals supply chain, particularly in the midstream processing stage. Despite significant investments in upstream mining operations,
the Quad Critical Minerals Initiative (QCMI) has not adequately addressed the midstream gap, where China dominates. The initiative has seen over USD 3 billion in public investment, but the focus has been on mining rather than the chemical processing needed to convert rare earth concentrates into usable materials. This oversight leaves the Quad vulnerable to supply chain disruptions, as seen with China's export restrictions on rare earth elements.

Rare earth elements are essential for various technologies, including defense and clean energy. Additionally, expanding partnerships with other countries, such as Brazil, which has significant rare earth reserves, could help diversify supply sources and reduce reliance on China. The Quad must prioritize midstream development to achieve a balanced and secure supply chain.
