What's Happening?
The Circular Action Alliance (CAA) has submitted its draft program plan to CalRecycle’s extended producer responsibility (EPR) program advisory board as part of California's efforts to address plastic pollution. This draft plan, required under the state's
Plastic Pollution Prevention and Packaging Producer Responsibility Act (SB 54), outlines strategies for achieving the law's requirements. The plan includes measures for source reduction, recycling infrastructure expansion, and the development of responsible end markets. The public comment period for this draft plan is open until August 14, 2026, allowing stakeholders to provide feedback on the proposed strategies and compliance goals.
Why It's Important?
This initiative is significant as it represents a major step in California's efforts to combat plastic pollution through legislative action. The draft plan sets ambitious recycling targets and compliance requirements, which could serve as a model for other states. By involving public feedback, the plan aims to address potential compliance challenges and ensure that the strategies are feasible and effective. The outcome of this process could influence national policies on plastic waste management and set a precedent for producer responsibility in environmental conservation.
What's Next?
Following the public comment period, CAA will review the feedback and prepare a final program plan to be submitted to CalRecycle by October 2026. This process will include a webinar on July 8, 2026, to discuss the draft plan and gather additional input. The final plan will need to address any compliance concerns raised during the public comment period and outline clear steps for implementation. The success of this initiative could lead to broader adoption of similar EPR programs across the United States.
