as a form of 'blackmail.' In response, the EU has frozen its EU-US trade deal and is considering using its Anti-Coercion Instrument (ACI), which allows for sweeping trade sanctions. Volker Treier, chief executive of foreign trade at the German Chamber of Commerce and Industry, emphasized that all EU trade defense instruments, including the ACI, should be reviewed, though he noted that the ACI should be a 'last resort.' The Confederation of Norwegian Enterprise and the German industrial sector association VDMA have also expressed the need for Europe to be prepared to act decisively if its interests are threatened.
