The Trump administration has initiated efforts to strengthen the U.S. battery supply chain and decrease its reliance on China. The Department of Energy (DOE) recently awarded $500 million to seven companies involved in battery minerals, materials, manufacturing,
or recycling. This funding is part of a broader strategy by the administration to secure critical minerals and other essential materials. This move also follows the reversal or shifting of several Biden-era policies that supported battery manufacturing and funding for electric vehicles (EVs), which represent the largest global market for battery technology. This initial round of funding stems from two $3 billion DOE battery technology and materials programs established under the Biden-era Infrastructure Investment and Jobs Act. Analysts and executives, however, suggest that this funding is modest compared to the substantial investment required to significantly challenge China's dominant position in the battery industry, which spans from raw mineral extraction to finished products like EVs and energy storage systems.

China currently holds a majority share across various stages of the battery supply chain, including raw minerals, chemicals, and finished products. Its strength lies particularly in refining and processing, with its share of mineral refining increasing since 2020. For example, Coreshell Technologies received $50 million to produce battery anodes from domestically sourced silicon instead of Chinese graphite, while Lilac Solutions received $100 million for its method of extracting lithium from saltwater brine, bypassing traditional refining processes largely controlled by China. The lack of investment in midstream battery production stages in countries like the U.S. poses a growing risk to global supply security, making these domestic investments crucial for future economic and technological independence.
