What's Happening?
U.S. Rep. Rick Larsen championed a $9.5 million grant in 2023 through the federal RAISE (Rebuilding American Infrastructure with Sustainability and Equity) program for the design of an overpass and roundabout project in Blaine, Washington. This funding
is part of a larger effort to address a long-standing issue at the Bell Road (State Route 548) railroad crossing, where traffic jams can last up to 30 minutes due to Burlington Northern Santa Fe (BNSF) train movements. The backups isolate residents, impede commuters and school children, and could delay emergency services. The project aims to replace the at-grade crossing with an overpass and a compact roundabout, incorporating a realigned I-5 ramp and a multiuse path. Additionally, the project includes the installation of a new bridge with bike and pedestrian facilities to replace the aging Dakota Creek Bridge, which has a 15-ton load restriction and lacks modern amenities. The city of Blaine also received an additional $2.2 million from the state Department of Transportation for engineering in the same year.
Why It's Important?
This project is crucial for improving infrastructure and public safety in Blaine, Washington. The current railroad crossing at Bell Road poses significant risks and inconveniences, impacting daily life for residents and potentially jeopardizing emergency response times. The federal grant, championed by Rep. Larsen, signifies a substantial investment in modernizing critical transportation links. By eliminating the at-grade crossing, the project will enhance traffic flow, reduce congestion, and improve safety for both motorists and pedestrians. The inclusion of a new bridge with bike and pedestrian facilities will also promote active transportation and connectivity within the community. This initiative reflects a broader national focus on upgrading aging infrastructure and addressing bottlenecks that hinder economic activity and quality of life. The collaboration between federal, state, and local entities, along with BNSF, highlights the complex partnerships required for large-scale infrastructure development.
What's Next?
Following the securing of the initial design grant, U.S. Sen. Maria Cantwell announced an additional $66.4 million grant for Blaine on October 30, 2026, through the U.S. Department of Transportation’s Railroad Crossing Elimination Grant Program. With 30% of the design complete, city administrator Mike Harmon estimates that engineering, property acquisition, and construction could take between four and seven years. The project requires a 20% local match, meaning Blaine is responsible for $16.5 million. BNSF has indicated a willingness to continue as a financial partner, and the Washington State Department of Transportation (WSDOT) is likely to contribute funding given that the road and bridge are state infrastructure. Whatcom County economic development funding may also be sought due to the project's potential to unlock economic potential in west Blaine. The city plans to explore all available funding avenues to complete this top-priority transportation improvement.
Beyond the Headlines
The Bell Road overpass project in Blaine illustrates the long-term challenges and solutions associated with infrastructure development in areas impacted by increased freight rail traffic, particularly near international borders. The intensification of international border security post-9/11 led to the installation of a vehicle and cargo inspection system south of the Bell Road intersection, causing trains to slow or stop, exacerbating traffic issues. This project not only addresses immediate traffic and safety concerns but also represents an adaptation to evolving national security and trade demands. The multi-agency collaboration and diverse funding sources underscore the complex financial and logistical frameworks necessary for such large-scale public works. The project's success could serve as a model for other communities facing similar challenges at rail crossings, highlighting the importance of sustained political advocacy and strategic funding acquisition for critical infrastructure upgrades.
