What's Happening?
Liverpool City Council has announced a new £100 million highways professional services framework set to commence in October 2026. This four-year agreement aims to provide specialist consultancy services for highways and transport projects across the Liverpool City Region.
The framework is divided into four lots, covering sustainable transport planning, infrastructure design, project management, and commercial support services. The initiative is part of Liverpool's broader efforts to enhance its transport infrastructure, with the framework accessible to surrounding local councils and the Liverpool City Region Combined Authority.
Why It's Important?
The launch of this framework represents a significant investment in Liverpool's transport infrastructure, which is crucial for supporting the city's economic growth and development. By improving highways and transport services, the city aims to enhance connectivity, reduce congestion, and promote sustainable transport options. This initiative is expected to create job opportunities and stimulate the local economy by engaging multiple consultancy firms. Additionally, the framework aligns with broader regional goals to develop a comprehensive cycling and walking network, contributing to environmental sustainability and public health.
What's Next?
The council will invite tenders from consultancy firms, with up to eight suppliers per lot being shortlisted. The selection process will evaluate tenders based on quality and cost, with projects awarded through direct awards or mini-competitions. Successful firms will begin work in October 2026, focusing on feasibility studies, design, and project management. The framework's implementation will be closely monitored to ensure it meets the city's transport needs and strategic objectives. Future developments may include additional projects or expansions based on the framework's success and emerging transport challenges.
