What's Happening?
The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a consultant for the development and integration of a web-based Household Health System (HHS) Digital Profile in Nepal. This initiative aims to digitalize and integrate
comprehensive household-level data, particularly concerning non-communicable diseases (NCDs), demographics, and disaster risk factors, into the official municipal websites of Laljhadi Rural Municipality and Bhajani Municipality. The project, supported by the Nepal Red Cross Society (NRCS) and the Danish Red Cross, currently has approximately 16,000 household records in Excel format. The goal is to transform this static data into a dynamic, accessible, and user-friendly digital platform for municipal officials and stakeholders to facilitate planning, monitoring, and decision-making.
Why It's Important?
This project is crucial for enhancing local governance and public health management in Nepal. By digitalizing household health data, municipalities can gain a more robust and localized understanding of community health conditions and vulnerabilities. This will enable targeted interventions, improved service delivery, and better disaster preparedness, especially in disaster-prone areas. The integration of a user-friendly digital platform will empower municipal authorities, health workers, and planners with real-time access to critical information, leading to more data-driven decisions. Furthermore, establishing secure data governance mechanisms will ensure transparency for general data while protecting sensitive information, fostering trust and accountability in public services.
What's Next?
The IFRC is inviting proposals from consultants or firms by October 20, 2026, to undertake this project. The selected consultant will be responsible for data preparation, system design, development, integration, testing, and capacity building. This includes cleaning and validating existing datasets, developing a web-based dashboard with visualization features, enabling data filtering, and creating a GIS-based module for spatial risk mapping. The project also involves implementing secure, role-based access control and ensuring interoperability with other national/local platforms. Upon completion, the consultant will provide training to municipal staff and formally hand over the system, source code, and data to the municipalities, including a post-handover support period.
Beyond the Headlines
The digitalization of household health data in Nepal represents a significant step towards leveraging technology for humanitarian and development goals. Beyond immediate health benefits, this initiative could serve as a model for other regions facing similar challenges in data management and public service delivery. It highlights the growing trend of integrating digital solutions into humanitarian efforts to improve efficiency, transparency, and impact. The project also touches upon critical issues of data privacy and security in the digital age, emphasizing the need for robust governance mechanisms to protect sensitive information while making essential data accessible for public good. This could lead to broader discussions on data ethics and digital transformation in humanitarian contexts.
