What's Happening?
The American Idea Foundation (AIF) and Digital Asset have partnered to launch the state RISE (Resources for Independence, Stability, and Employment) Pilot Benefit Distribution programs. This initiative
aims to modernize the administration and delivery of state-run benefits using Canton, a blockchain-based technology created by Digital Asset. The pilot program, with an initial rollout planned for Q1 2027 across three states, seeks to consolidate and manage state-administered benefits more efficiently. The core problem it addresses is the fragmented nature of the current American safety net, where families often navigate multiple programs with distinct eligibility, payment schedules, reporting, and benefit phase-out rules. The RISE model proposes combining various benefits into monthly or twice-monthly payments, with automatic adjustments based on changes in household income as individuals enter the workforce.
