What's Happening?
Indiana Governor Mike Braun has announced the launch of the Indiana Community Impact Accelerator, a new program designed to provide resources and talent for quality of place initiatives in communities across the state. This Accelerator is part of the Regional
Economic Acceleration and Development Initiative (READI) 2.0, which involves a total investment of $1.25 billion in community improvement efforts, with $250 million coming from a Lilly Endowment Inc. grant. The three-year program aims to support strategic planning, project management, and capacity building, particularly for arts and culture improvements and blight remediation projects. It will also offer fellowships to develop leaders in various regions. The Accelerator is led by the Indiana Economic Development Corporation (IEDC) in partnership with Intend Indiana and will address gaps in staff capacity, fragmented efforts, and lack of capital. An initial cohort of three communities—the city of Elkhart, Thrive35 of Huntington County, and the La Porte County Housing Alliance—has been selected, with plans to expand to over 30 communities.
Why It's Important?
This initiative is crucial for fostering sustainable economic growth and improving the quality of life in Indiana's communities. By providing strategic planning and project management support, the Accelerator can help local areas effectively utilize the significant READI investment, transforming plans into tangible projects like downtown expansions, innovation districts, parks, and trails. The focus on arts, culture, and blight remediation can revitalize urban and rural areas, making them more attractive to residents and businesses. The fellowship program is particularly important for talent development, creating a pipeline of skilled professionals in community and economic development, which can address long-term capacity challenges. This comprehensive approach aims to ensure that the READI program's impact is lasting, contributing to a more vibrant and competitive Indiana by retaining and attracting talent and investment.
What's Next?
The Indiana Community Impact Accelerator will begin with its initial cohort of three communities, providing intensive, on-the-ground support. The program is structured into three tracks: community systems for long-term strategy, project advancement for specific priority projects, and catalyst site predevelopment labs focusing on housing. The fellowship program, administered by Prosperity Indiana, is actively seeking applicants for nine mid-career fellows who will be placed in communities for two-year terms, offering competitive salaries and training. The IEDC and Intend Indiana will continue to identify and select additional communities to participate in the Accelerator, with plans to expand to over 30 communities over the next three years. The success of these initial projects and the effectiveness of the fellowship program will be closely monitored to refine and scale the initiative across the state.
Beyond the Headlines
The Indiana Community Impact Accelerator represents a strategic investment in human capital and community infrastructure, recognizing that economic development is not solely about attracting large corporations but also about nurturing vibrant, livable places. The emphasis on fellowships highlights a proactive approach to addressing workforce shortages in critical areas like community development, ensuring that local initiatives have the skilled leadership needed for success. This program could serve as a model for other states looking to maximize the impact of large-scale regional development funds. Furthermore, by focusing on blight remediation and arts and culture, the Accelerator acknowledges the social and aesthetic dimensions of community well-being, which are often overlooked in purely economic development strategies. The long-term success will depend on sustained political will, effective collaboration between state and local entities, and the ability to adapt to the unique needs and challenges of diverse communities across Indiana.
