What's Happening?
Moda Health is withdrawing from the individual health insurance marketplace in Deschutes and Crook counties, Oregon, effective 2027. This decision will leave residents in these two counties with only two available provider options: BridgeSpan Health Company
and Regence BlueCross BlueShield of Oregon. Both of these remaining providers are owned by the same parent company, Cambia Health Solutions. The Oregon Division of Financial Regulation (DFR) confirmed this change, noting that while other Oregon counties will have at least three options, Deschutes and Crook counties will be limited to two. Moda Health stated that its adjustments reflect the current market conditions and its goal to continue serving Oregonians long-term, acknowledging the impact on Central Oregon members and committing to support them through the transition.
Why It's Important?
This withdrawal significantly reduces competition and consumer choice in the individual health insurance market for Deschutes and Crook counties. With only two providers, both under the same corporate umbrella, residents may face fewer plan options, potentially higher premiums, and less innovative service offerings due to the lack of competitive pressure. This situation could disproportionately affect individuals and families who purchase their own insurance, rather than receiving it through an employer or government program. The consolidation of options under a single parent company raises concerns about potential monopolistic practices and the ability of consumers to find plans that best suit their specific health and financial needs. This trend could also signal broader challenges within the Oregon health insurance market, potentially leading to similar withdrawals in other regions if market conditions continue to shift.
What's Next?
Residents of Deschutes and Crook counties will need to evaluate their health insurance options for 2027 as Moda Health exits the market. The Oregon Division of Financial Regulation will likely monitor the situation to ensure that the remaining providers, BridgeSpan Health Company and Regence BlueCross BlueShield of Oregon, continue to offer adequate coverage and competitive pricing. Policyholders currently with Moda Health in these counties will need to select new plans from the remaining providers during the next open enrollment period. It remains to be seen if this reduction in competition will lead to increased scrutiny from state regulators or if new insurers will consider entering these markets in the future to restore more choice for consumers. Moda, Regence, and BridgeSpan will still be available in Jefferson County in 2027.
Beyond the Headlines
The situation in Deschutes and Crook counties highlights a growing concern about market consolidation in the U.S. healthcare industry, particularly in rural or less populated areas. When a single entity controls a significant portion of the market, it can lead to reduced innovation, less responsive customer service, and potentially higher costs for consumers. This development could prompt discussions among policymakers about the need for stronger antitrust regulations or incentives to encourage more diverse participation in health insurance marketplaces. It also underscores the vulnerability of individual insurance markets to economic pressures and the strategic decisions of large health insurers, potentially impacting healthcare access and affordability for thousands of Oregonians. The long-term implications could include a widening gap in healthcare access between urban and rural areas if such trends continue.
