What's Happening?
The International Federation of Red Cross and Red Crescent Societies (IFRC), the world's largest humanitarian network, is seeking a Financial Coordinator for its Global Youth Mobilization (GYM) program and the EU-funded Youth Empowerment Fund (YEF). This
position, located in one of the IFRC field offices, will report to the Manager, Finance Business Partnering unit, in the Financial and Administrative Management department at IFRC headquarters in Geneva. The Financial Coordinator will play a central role in ensuring robust financial management and compliance for both initiatives. Key responsibilities include budgeting, budget monitoring, financial planning and forecasting, processing payments, managing vendor relationships, and financial reporting. The role requires close collaboration with the GYM Programme Manager, the IFRC finance team, and finance focal points across the 'Big Six' partner organizations to ensure transparent, efficient, and compliant management of funds according to IFRC financial procedures and the requirements of the European Commission Directorate for International Partnerships (DG-INTPA).
Why It's Important?
This role is critical for the effective operation and accountability of significant global youth empowerment initiatives. The Global Youth Mobilization, a joint effort by the 'Big Six' youth organizations, aims to empower young people to address global issues in their communities. The Youth Empowerment Fund, supported by the European Union, provides direct financial aid to youth-led initiatives contributing to Sustainable Development Goals. The Financial Coordinator's expertise ensures that these funds are managed with integrity and transparency, which is vital for maintaining donor confidence and maximizing the impact of these programs. Proper financial oversight prevents misuse of funds, ensures compliance with international financial regulations, and ultimately allows more resources to reach the intended beneficiaries—young people driving positive change. This position underscores the IFRC's commitment to sound financial governance within its humanitarian and development efforts.
What's Next?
The Financial Coordinator will be responsible for supporting the application of IFRC finance policies and contributing to the development of financial management tools. They will review and comment on contracts and agreements, and help identify and mitigate financial risks across the program. The Coordinator will also guide program colleagues on financial procedures, support the development and management of program budgets, and lead the reconciliation of budgets against expenditures. Additionally, the role involves preparing and coordinating payments to service providers and grantees, liaising with vendors, and maintaining accurate disbursement records. The Coordinator will also prepare accurate and timely financial reports for internal management, the GYM Board, the Project Steering Group, and the donor (European Commission DG-INTPA), and support internal and external audits. They will act as the day-to-day financial focal point for the GYM Project Coordination Team, ensuring financial coherence across partner organizations.
Beyond the Headlines
The establishment of this financial coordination role reflects the increasing complexity and scrutiny of international humanitarian and development funding. As global initiatives like GYM and YEF involve multiple stakeholders and significant financial flows, robust financial management is not merely an administrative task but a strategic imperative. It highlights the importance of accountability and transparency in the non-profit sector, especially when dealing with public and institutional funds. The emphasis on compliance with donor requirements, such as those from the European Commission, also points to the stringent regulatory environment governing international aid. This role contributes to building trust among partners and beneficiaries, ensuring that resources are effectively channeled towards empowering youth and achieving sustainable development goals, thereby reinforcing the credibility and impact of the IFRC and its partners.
