What's Happening?
The UK Marine Accident Investigation Branch (MAIB) has published a report on the collision between the bulk carrier Polesie and the general cargo ship Verity, which resulted in the sinking of Verity and the loss of five crew members. The incident occurred
on October 24, 2023, in the German Bight traffic separation scheme. The investigation highlighted that both vessels' watchkeepers accepted dangerously close passing distances and failed to take timely and decisive actions to avoid the collision. The report suggests that the use of very high frequency (VHF) radio communication could have mitigated the situation earlier. Additionally, the intervention by German Bight vessel traffic services (VTS) was deemed late and ineffective. The report emphasizes the importance of adhering to the International Regulations for Preventing Collisions at Sea (IRPCS) and maintaining vigilant lookouts, especially in traffic separation schemes.
Why It's Important?
This investigation underscores critical safety lapses in maritime navigation and communication, highlighting the need for stringent adherence to international collision prevention regulations. The findings have significant implications for the shipping industry, emphasizing the importance of effective communication and timely intervention by vessel traffic services to prevent similar tragedies. The report's recommendations aim to enhance safety protocols and ensure that vessels maintain safe distances, thereby protecting lives and property at sea. The incident serves as a stark reminder of the potential consequences of inadequate maritime safety practices, prompting shipping companies and regulatory bodies to reassess and improve their safety measures.
What's Next?
Following the report, recommendations have been made to the shipping companies involved to reinforce compliance with the IRPCS and improve navigational watch standards. The German Directorate General for Waterways and Shipping is advised to review its VHF radio channel usage and provide better guidance on communication protocols. Additionally, the Isle of Man Ship Registry is encouraged to propose extensions to voyage data recorder requirements to the International Maritime Organization (IMO). These steps aim to prevent future incidents by enhancing communication and safety practices in maritime operations.
