What's Happening?
International Medical Corps (IMC), in collaboration with a coalition of humanitarian organizations including Mercy Corps/Prosper Global, Norwegian Refugee Council (NRC), Concern Worldwide, Plan International, and Welthungerhilfe, is seeking qualified
consultancies. This initiative is part of an open Request for Proposals (RFP) to lead the validation and design of the SPiRiT Ethiopia Programme. The comprehensive scope of work for the selected consultancy includes ambition validation, employment and market systems analysis, program architecture development, investment case development, financial modeling, donor and investor mapping, resource mobilization strategy, and the creation of donor-ready concept notes and engagement packages. Interested parties are required to obtain and submit an Intent To Bid (ITB) document according to specified guidelines. The deadline for submitting ITB forms is November 6, 2026, at 5:00 PM. This collaborative effort aims to establish a robust framework for a significant humanitarian program in Ethiopia.
Why It's Important?
This development is important as it signifies a major collaborative effort among leading international humanitarian organizations to address complex challenges in Ethiopia. The SPiRiT Ethiopia Programme, once designed and implemented, has the potential to significantly impact various sectors, including employment, market systems, and overall community resilience. By engaging external consultancies, the coalition aims to ensure a thorough, evidence-based, and strategically sound program design, which is crucial for attracting necessary funding and achieving sustainable outcomes. The involvement of multiple prominent NGOs suggests a comprehensive approach to development and humanitarian aid, potentially setting a precedent for future large-scale, multi-agency interventions in vulnerable regions. The program's success could serve as a model for effective international cooperation in addressing humanitarian crises and fostering long-term development.
What's Next?
The immediate next step involves the submission and evaluation of Intent To Bid documents from interested consultancies by the November 6, 2026 deadline. Following this, Mercy Corps, on behalf of the coalition, will distribute the full tender package to eligible suppliers. The subsequent phase will involve a detailed proposal submission from these qualified consultancies, followed by a rigorous selection process. Once a lead consultancy is chosen, they will commence the validation and design phases of the SPiRiT Ethiopia Programme. This will entail in-depth analysis, stakeholder consultations, and the development of detailed program components and strategies. The coalition will then focus on resource mobilization based on the developed investment case and donor engagement packages, aiming to secure the necessary funding for the program's implementation.
Beyond the Headlines
This initiative reflects a growing trend in the humanitarian sector towards more integrated and collaborative approaches to complex crises. By pooling resources, expertise, and networks, organizations like IMC and Mercy Corps can address systemic issues more effectively than individual efforts. The emphasis on detailed program design, including market systems analysis and financial modeling, indicates a shift towards more sustainable and economically viable interventions, moving beyond traditional aid models. This strategic planning also highlights the increasing demand for accountability and measurable impact from donors, requiring robust frameworks and clear pathways to self-sufficiency for affected communities. The SPiRiT Ethiopia Programme could therefore represent a significant evolution in humanitarian programming, focusing on long-term systemic change rather than short-term relief.
