The European Union has decided to implement a temporary €3 levy on small parcels starting in July next year, as a measure to control the surge of packages primarily from Chinese retailers such as Shein
and Temu. This decision was made by EU finance ministers who aim to create a more balanced competitive environment for European businesses. The levy is a precursor to permanent customs duties that will be enforced in 2028, following the establishment of a new EU customs data hub. The move comes after a significant increase in e-commerce packages from China, which more than doubled from 1.9 billion to 4.2 billion between 2023 and 2024, accounting for 91% of all such packages entering the EU in 2024. The initiative is led by France, which has been vocal about the challenges posed by duty-free imports to European companies.
