What's Happening?
The Los Angeles Unified School District (LAUSD) board has selected Affirmed Housing Group/HA Builders to develop a 391-unit workforce housing project on the former Collins Street Elementary School site in Woodland Hills. This decision, made on Tuesday,
advances a plan to provide affordable housing for LAUSD employees struggling with the region's high housing costs. The proposal includes 391 one-, two-, and three-bedroom apartments on the 6.56-acre district-owned property at 5717 N. Rudnick Ave., along with approximately 550 parking spaces. Amenities are planned to include outdoor play areas, a community room, fitness center, walking path, swimming pool, and a third-party operated daycare. The apartments will offer a leasing preference for LAUSD employees, serving households earning between 30% and 120% of Los Angeles County’s area median income, encompassing a wide range of district staff from teachers to custodians.
Why It's Important?
This project is a critical step in addressing the severe housing affordability crisis impacting LAUSD employees, which has been identified as an obstacle to recruiting and retaining staff. A 2024 district survey revealed that over 52% of employees were interested in LAUSD affordable housing, with the greatest need among those earning 30% to 80% of the area median income. By providing subsidized housing, LAUSD aims to improve employee retention and attraction, which directly impacts the quality of education and support services for students. The development also represents an innovative use of underutilized district property, transforming a vacant site into a valuable community asset. This initiative could serve as a model for other large public institutions facing similar challenges in high-cost urban areas across the U.S.
What's Next?
Following the selection of the development team, the project will enter an exclusive negotiating period for due diligence, additional community engagement, design work, and negotiations for a development agreement and ground lease. District officials hope to bring these agreements back to the board for a vote by summer 2027. Construction is anticipated to begin in summer 2029 and be completed by summer 2031. The project will be financed by the developer through Low-Income Housing Tax Credits and other California public subsidy sources, with no financial contribution required from LAUSD. The district will retain ownership of the property, while the developer will manage and maintain the housing. Community outreach will continue to address concerns raised by local residents regarding project size, traffic, parking, and construction noise.
