What's Happening?
The International Rescue Committee (IRC) is seeking a Project Director for an upcoming World Bank-funded health project in Sudan. This project aims to restore access to a basic package of health and nutrition services and preserve essential public health functions
in the country. The Project Director will provide overall strategic, technical, managerial, and fiduciary leadership, serving as the primary accountability holder for the project's objectives, results framework, and compliance with World Bank requirements. The role involves representing the IRC to the Ministry of Health PMU and the World Bank task team, reporting to the IRC Sudan Country Director. The project is expected to run for three years, starting in February 2027. The IRC has been operational in Sudan since 2020, expanding its presence in various states to address the severe humanitarian crisis caused by ongoing conflict.
Why It's Important?
This project is critically important for addressing the devastating humanitarian crisis in Sudan, where over 30 million people require assistance and 25 million face acute food insecurity. The ongoing conflict has led to relentless violence, institutional collapse, and mass displacement, severely hindering healthcare access. The Project Director's leadership will be instrumental in restoring vital health and nutrition services, which are fundamental to saving lives and stabilizing communities. By ensuring compliance with World Bank standards, the project aims for robust and transparent implementation, maximizing its impact. This initiative not only provides immediate relief but also contributes to rebuilding the country's health infrastructure, which is essential for long-term recovery and resilience. The IRC's efforts, supported by the World Bank, represent a significant commitment to mitigating the severe consequences of conflict on public health in Sudan.
What's Next?
The International Rescue Committee will proceed with the hiring process for the Project Director, with the position contingent on the outcome of the bid for the World Bank-funded project. Once appointed, the Project Director will assume overall leadership, management, and coordination across all project components, ensuring alignment with the annual workplan and budget agreed with the World Bank. They will serve as the primary liaison with the Ministry of Health PMU, the World Bank Task Team Leader, UN agencies, donors, and other implementing partners. The Project Director will also be personally accountable for fiduciary integrity and compliance with all World Bank procurement, financial management, environmental/social, and anti-corruption requirements. Preparation of progress reports and presentations to project governance structures will be ongoing, alongside adaptive management to respond to the evolving operating context in Sudan.
Beyond the Headlines
Beyond the immediate health outcomes, this project has broader implications for peacebuilding and stability in Sudan. Restoring basic services like health and nutrition can help alleviate suffering, reduce tensions, and create a foundation for social cohesion in conflict-affected areas. The emphasis on adaptive management and conflict-sensitive approaches highlights a nuanced understanding of working in fragile contexts, aiming to 'do no harm' while maximizing positive impact. Furthermore, the project's focus on building strategic relationships with state health authorities and local civil society organizations is crucial for strengthening local capacity and ensuring the sustainability of interventions beyond the project's lifespan. This initiative represents a comprehensive approach to humanitarian aid, integrating health, governance, and community empowerment to foster long-term recovery in one of the world's most challenging environments.
