What's Happening?
Benguet Corporation (BC) has emphasized the geohazard status of the Camp 1, Acupan, Virac area in Itogon, Benguet, following a significant landslide. The site had been previously declared a no-build zone by government agencies due to its susceptibility
to landslides. BC Administration Department Manager, Froilan Roger Lawilao, noted that a similar landslide had occurred in the past, leading to loss of life and property damage. A technical working group (TWG), including representatives from the Itogon municipal government and the Mines and Geosciences Bureau (MGB-CAR), had recommended relocating residents and halting small-scale mining operations in the area. Despite these recommendations, structures continue to be built, and mining activities persist. BC is working with local authorities to prevent future incidents and ensure the safety of residents and miners.
Why It's Important?
The situation at the Acupan landslide site underscores the ongoing challenges of enforcing safety regulations in geohazard areas. The persistence of construction and mining activities in these zones poses significant risks to human life and property. The failure to adhere to the TWG's recommendations highlights a broader issue of compliance and enforcement in areas prone to natural disasters. This situation is critical as it reflects the need for stronger regulatory measures and community cooperation to prevent future tragedies. The outcome of this situation could influence policy decisions and enforcement strategies in other geohazard-prone regions across the U.S., where similar challenges may exist.
What's Next?
BC plans to collaborate with the MGB-CAR and the Itogon municipal government to implement measures that will prevent further habitation and mining in the geohazard area. This includes revisiting and enforcing the TWG's recommendations. The local government and MGB-CAR have been urging residents to avoid building in these zones, but compliance has been limited. The next steps will likely involve more stringent enforcement of existing regulations and possibly new policies to ensure the safety of the community. The effectiveness of these measures will be crucial in preventing future incidents and could serve as a model for other regions facing similar issues.
