What's Happening?
Governor Matt Meyer has officially designated Claymont, Newport, and Millsboro as Delaware’s newest Downtown Development Districts. This expansion brings the total number of districts to the maximum of 15 allowed under state law. The Cabinet Committee
on State Planning Issues unanimously recommended these three communities for designation following a competitive application process earlier this year, which saw five communities vying for the three available spots. The Downtown Development District program, established in 2014, aims to stimulate private capital investment, foster job growth, enhance commercial areas, improve housing opportunities, and aid municipalities in revitalizing their communities. Millsboro, for instance, is now eligible for state and local incentives that could support projects like the redevelopment of the 1930s-era Millstone Theater and potential mixed-use developments. Qualifying projects within these designated districts can receive rebates covering up to 20% of eligible capital construction costs, along with other state and local incentives.
