The Biomedical Advanced Research and Development Authority (BARDA), a component of the Administration for Strategic Preparedness and Response within the Department of Health and Human Services, has issued a request for proposals. This initiative aims
to establish and maintain 'warm base' manufacturing capacity for pandemic influenza vaccines. The goal is to ensure that production lines, seed stocks, and regulatory frameworks are continuously ready, allowing for rapid vaccine production should a pandemic strain emerge. Unlike seasonal flu vaccines, which protect individuals with some existing immunity, a pandemic strain would affect a population with virtually no immunity, necessitating two doses of an adjuvanted vaccine per person across all age groups. This would require producing approximately 660 million total doses for the entire U.S. population, a scale that cannot be developed quickly once a pandemic begins. Eligible companies must already hold a licensed influenza vaccine in the U.S. or have submitted a Biologics License Application to the FDA, focusing on established manufacturers with proven, scalable production capabilities.

Proposals from interested manufacturers are due by October 30, 2026, with initial questions from companies due by August 31 and a second round by September 24. BARDA plans to award multiple five-year, indefinite delivery, indefinite quantity (IDIQ) contracts to as many as four manufacturers. These contracts will cover a range of activities, including producing candidate vaccine virus strains, master seed lots, formulation, fill-finish packaging, long-term storage, and stability testing. Contractors will be required to report manufacturing data in near real-time, with daily reporting potentially mandated during a public health emergency. The program also includes provisions for donating excess vaccine doses to lower-income countries and sharing technical data with other federal agencies, such as the DoD’s Defense Health Agency, to support military needs. This structured approach aims to build redundancy into the nation's vaccine supply chain and ensure continuous preparedness.
