The man, identified as a 37-year-old from Washington, was detained and informed of his rights but has not been charged. The case has been referred to the National Oceanic and Atmospheric Administration’s Office of Law Enforcement due to the protected status of Hawaiian monk seals under the Marine Mammal Protection Act.
