What's Happening?
On the 20th anniversary of the Maritime Labour Convention (MLC) 2006, the International Labour Organization, International Chamber of Shipping, and International Transport Workers’ Federation have jointly reaffirmed their commitment to the principles
and protections the convention embodies. The MLC consolidated around seventy maritime labor instruments into a comprehensive international framework, establishing enforceable minimum standards for wages, hours of work and rest, medical care, accommodation, repatriation, and welfare. This framework has provided a global baseline for decent work at sea. The convention has delivered tangible improvements in living and working conditions on ships, strengthened compliance through flag and port state control, and addressed emerging challenges through amendments. These include enhanced financial security protections and safeguards in response to the COVID-19 pandemic and issues of violence and harassment on board.
Why It's Important?
The reaffirmation of the MLC's principles is crucial for maintaining the dignity and welfare of seafarers, who are essential to global trade. The convention's standards ensure that seafarers are recognized as key workers, which is vital for the resilience and stability of global shipping. As geopolitical uncertainties and climate transitions continue to impact the shipping industry, the MLC's robust framework helps protect seafarers' rights and working conditions. This commitment from international organizations underscores the importance of maintaining high standards in maritime labor, which can influence global trade dynamics and labor practices across industries.
What's Next?
Countries worldwide are urged to recognize seafarers as key workers and to continue implementing the MLC's standards. The ongoing commitment to the MLC suggests that further amendments and enhancements may be considered to address future challenges in the maritime industry. Stakeholders, including governments, shipowners, and seafarers, are expected to continue their collaboration to ensure the convention's effectiveness and relevance in a changing global landscape.
