What's Happening?
Scape Scotland, a public sector-owned procurement organization based in Edinburgh, has announced a new framework agreement aimed at providing architecture, engineering, and development management services across Scotland. This six-year framework is designed
to support public sector bodies in procuring consultancy services for a variety of projects, including infrastructure, real estate development, and environmental and energy initiatives. The framework is divided into two lots, each focusing on different aspects of the built environment and infrastructure consultancy, strategic advisory, and development management services. Each lot will appoint one primary supplier, supported by a network of supply chain partners, to deliver the majority of services. The framework is intended to foster collaboration between public sector clients and their partners to ensure the delivery of high-quality, efficient, and sustainable projects.
Why It's Important?
The establishment of this framework is significant as it provides a streamlined national route to market for professional services and development across Scotland. By facilitating collaboration between public sector bodies and private suppliers, the framework aims to enhance the quality and efficiency of public sector projects. This initiative is expected to benefit a wide range of stakeholders, including local authorities, NHS boards, and higher education institutions, by providing them with access to expert consultancy services. The framework's focus on sustainability and efficiency aligns with broader public policy goals of promoting environmentally responsible development and optimizing public sector resources.
What's Next?
The framework will operate for an initial four years, with the possibility of a two-year extension based on performance. Bidders interested in participating must demonstrate an annual turnover of at least £15 million and the capability to lead large multidisciplinary teams. The tender process will evaluate submissions based on quality and price, with a 70% emphasis on quality. Up to five bidders per lot will be shortlisted following the pre-qualification stage, with the final tender invitation expected in March 2026. This timeline suggests that the framework will soon be operational, providing opportunities for suppliers to engage in significant public sector projects across Scotland.
