Manchester City Council has announced substantial progress in its Housing Strategy, launched in 2022, aimed at increasing the supply of high-quality homes to meet rising demand. The strategy focuses on
expanding affordable housing options and supporting sustainable neighborhood development. In 2025, the city completed 2,993 new homes, achieving 31% of its 36,000-home target by 2032. Notably, 791 of these were affordable homes, marking the highest delivery in over 15 years, with 59% capped at social rent. The Council anticipates 2025/26 to be the highest-delivering year for affordable homes since the mid-1990s. Despite national construction challenges, Manchester maintains a robust development pipeline through partnerships, with 1,459 affordable homes currently on site and more in planning.
