The U.S. Environmental Protection Agency (EPA) has conditionally approved New Hampshire's request to eliminate its vehicle emissions inspection program from its federally enforceable air quality plan. This decision follows Governor Kelly Ayotte's signing
of legislation in June 2025 to repeal the state's annual safety and emissions inspections for most passenger vehicles. The EPA's proposal also includes removing New Hampshire from the federal Ozone Transport Region (OTR), which mandates certain ozone-reduction measures.
