What's Happening?
The Department of Defense (DoD) is significantly expanding its security cooperation mission, which involves providing military services and equipment to U.S. allies and partners. This expansion necessitates a substantial effort to build and professionalize
the workforce responsible for these activities. Jim Reynolds, a director in GAO’s International Affairs and Trade Team, notes that while various security cooperation activities have long existed, the current focus is on consolidating and integrating these disparate efforts across combatant commands, embassies, and the Defense Security Cooperation Agency. This integration aims to create a more closely aligned workforce, representing a cultural shift within the DoD. The 2024 and 2026 National Defense Authorization Acts (NDAAs) have introduced numerous reforms to support this initiative, with the DoD having completed 46 out of 66 legal provisions outlined in these acts. Key developments include the creation of the Defense Security Cooperation Service to professionalize personnel in embassies and the identification of a nearly 20,000-strong workforce involved in security cooperation.
