What's Happening?
South Carolina State University (SC State) has voted to eliminate nine degree programs from its catalog, a decision made by its governing board last week. This action follows a report from the SC Commission on Higher Education, which indicated that just
over a third of SC State's degree programs meet state standards for enrollment and graduation, making it the least compliant among South Carolina's public four-year institutions. Four of the axed programs have not enrolled any students in the past decade. The university's President, Alexander Conyers, and Interim Provost, Louis Whitesides, stated that these changes are necessary to align with the evolving workforce needs of South Carolina and to strategically invest resources. The decision impacts 111 students across five programs, who will be allowed to complete their degrees, while no new students will be admitted to these programs. Additionally, over 200 classes with fewer than 10 students enrolled this fall have been canceled, with many consolidated.
Why It's Important?
This decision by SC State University is a significant step towards improving the institution's financial health and academic relevance, particularly in an era of declining birthrates and increased competition for college-aged students. The elimination of underperforming programs aims to ensure that taxpayer-supported colleges are financially sound and that students are pursuing degrees that lead to good-paying jobs, thereby reducing the burden of student loan debt. This move also reflects a broader push from Statehouse leaders, including House Ways and Means Chairman Bruce Bannister, to hold colleges accountable for program productivity and to direct funding towards fields with higher job demand, such as science, technology, engineering, and math. For SC State, a historically Black university that faced financial distress a decade ago, these actions are crucial for maintaining accreditation and securing future funding, as well as for its ability to gain approval for new, in-demand programs.
What's Next?
SC State University will proceed with phasing out the nine eliminated degree programs, ensuring that current students can complete their studies. The university will also continue to consolidate classes with low enrollment to optimize resource allocation. The SC Commission on Higher Education is currently revamping its program monitoring process, with changes expected by the end of the fiscal year, which could influence future decisions on academic programs statewide. Statehouse legislators, particularly House budget writers, are expected to continue using their influence over funding to push for further program reviews and cuts at public universities, prioritizing programs that demonstrate a strong return on investment for students and the state. SC State will likely focus on developing new academic programs that align with emerging workforce needs to enhance its appeal and relevance.
Beyond the Headlines
The situation at SC State University highlights a critical challenge facing higher education institutions nationwide: balancing academic breadth with financial sustainability and workforce relevance. The debate over program productivity and the role of state funding in shaping academic offerings raises ethical questions about access to diverse fields of study versus the economic imperative of job-ready graduates. For historically underfunded institutions like SC State, these decisions are particularly poignant, as they navigate historical disparities while striving for future viability. The emphasis on STEM fields and high-demand careers, while economically sound, could inadvertently marginalize humanities and arts programs, leading to a narrower educational landscape. This trend could reshape the very purpose of higher education, shifting it more towards vocational training rather than holistic intellectual development.
