The Winter Storm Response Commission, appointed by Nashville Mayor Freddie O'Connell, has released an interim report detailing significant failures within Metro Government's response to the January ice storm. The 20-page report, issued six months after
the storm, highlights "clear weaknesses in its preparedness planning" within Metro's Office of Emergency Management (OEM). Vice Mayor Angie Henderson, a member of the nine-person commission, noted that the OEM relied more on institutional knowledge and informal communication rather than structured written plans, characterizing it as an "itty-bitty-city era" approach. The report also found that mass care shelters opened during the storm were initially "confused," with Henderson expressing a wish for earlier openings and clearer communication regarding their availability.
