Texas State University has introduced the Presidential Scholars Program, a new merit scholarship initiative designed to attract and enroll high-achieving first-time-in-college students. This program targets students who are in the top 5% of their high school
graduating class and demonstrate strong academic preparation and leadership potential. The scholarship package includes a four-year scholarship covering tuition and fees, a study abroad semester, and a $1,000 undergraduate research stipend. Additionally, on-campus housing and a meal plan are covered for the first year. The program is set to launch for the Fall 2027 semester, with an application deadline of December 15, 2026. TXST President Kelly Damphousse stated that the program aims to equip top Texas students with the tools and opportunities to reach their full potential.

Once selected, these students will embark on a four-year academic journey that includes their study abroad component, which can be completed through faculty-led summer trips or at one of TXST’s international educational hubs in locations such as Edinburgh, Madrid, Oxford, and Tokyo. They will also engage in undergraduate research initiatives with faculty mentors, utilizing their $1,000 stipend. The university will monitor the program's effectiveness in attracting and retaining top students, potentially adjusting it in future years based on outcomes.
