The Saco City Council has unanimously approved a new ordinance aimed at stabilizing lot rents in mobile home parks. This ordinance restricts lot rent increases to no more than once every 12 months and requires mobile home park residents to receive 90
days' notice for any proposed rent increase. A key component of the ordinance is the establishment of a rent stabilization board. This board will consist of five voting community members, including one mobile home park resident, along with a non-voting city council member and a non-voting city staff member. The board will be responsible for reviewing and voting on requests from mobile home park owners for lot rent increases that exceed specific thresholds. Increases below 5% of the current base rent or the annual percentage change in the Consumer Price Index plus 1% will not require a hearing by the board.
