What's Happening?
A new United Nations group, the Expert Group on Space Situational Awareness (EG SSA), has been convened in Vienna, Austria, to address the increasing risks of space traffic collisions and potential military conflicts. Initiated by the United Arab Emirates
under the Committee on the Peaceful Uses of Outer Space (COPUOS), the group aims to improve information sharing among nations to enhance spaceflight safety. The United States, represented by NASA and the State Department, supports this initiative, emphasizing the need for practical outcomes to improve communication and avoid collisions in space. The group has already held virtual meetings and is now meeting in person for the first time. The U.S. hopes to engage countries like China to foster transparency in satellite operations.

The initiative is crucial as space traffic continues to grow, increasing the likelihood of accidental collisions that could escalate into military conflicts. Improved cooperation and information sharing can prevent such incidents, ensuring the safety of both government and commercial space operations. The U.S. has been proactive in notifying China about potential on-orbit conjunctions, but communication has been limited. Recent efforts have seen China initiating contact, indicating a potential thaw in bilateral relations. This development could lead to more structured and effective communication channels, reducing the risk of misunderstandings and enhancing global space safety.

The Expert Group on Space Situational Awareness is expected to hold a series of meetings leading up to the COPUOS plenary meeting in 2028. These discussions will focus on enhancing global coordination on space situational awareness data systems and harmonizing data formats. The group aims to create forums for regular information exchanges, which could further improve U.S.-China cooperation in space safety. The outcomes of these meetings could set the stage for more comprehensive international agreements on space traffic management.
