What's Happening?
Maine is facing significant challenges in encouraging homeowners with private wells to test and treat their water for arsenic and other contaminants. As of 2023, only 53% of Mainers on private well water had tested for arsenic, a figure that has shown
little improvement since 2014 and falls short of the Maine Center for Disease Control and Prevention's (CDC) 2020 goal of 65%. Low-income households, specifically those earning below $25,000, are the least likely to have their wells tested. The state has implemented programs through MaineHousing to assist lower-income homeowners with testing and treatment, but these initiatives have served fewer homes than anticipated due to rising costs and evolving treatment criteria. For instance, a $400,000 allocation in 2022, expected to help over 500 homes, has only assisted 57 homeowners in installing filtration systems, with over $385,000 already spent. The average cost for treating a home's well water system has increased from approximately $3,500 in 2022 to between $4,000 and $5,000 currently, with whole-house systems costing up to $15,000.

The widespread presence of arsenic and radon in Maine's bedrock poses a significant public health risk, as these contaminants are undetectable by taste, sight, or smell. The Maine CDC estimates that one in ten wells contains excessive arsenic levels. Studies have linked arsenic levels above five parts per billion, half of the Environmental Protection Agency's limit, to threats in child development. Prolonged exposure to high arsenic levels in children has also been associated with increased risks of certain cancers later in life. Unlike public water systems, private wells are not subject to state regulations, placing the burden of testing, treatment, and maintenance entirely on individual homeowners. The financial strain of treatment, which can run into thousands of dollars and incur ongoing maintenance costs, acts as a major barrier, particularly for low-income families. The failure to adequately address this issue could lead to long-term health consequences for a substantial portion of Maine's population, with intergenerational impacts as families continue to use contaminated water sources.

The future of state funding for well water testing and treatment programs remains uncertain. Rep. Daniel Ankeles, D-Brunswick, whose bill to establish a $1 million contamination response fund for private wells failed this spring, plans to reintroduce the legislation next session and is open to expanding it to include MaineHousing's abatement program. While advocates consistently request funding for these programs, and the Legislature has historically provided it, the inconsistency of funding poses a challenge. MaineHousing spokesman Scott Thistle anticipates continued legislative support for the abatement program for low-income homeowners. However, without a more robust and consistently funded approach, the state will likely continue to struggle with low testing rates and insufficient treatment, leaving many residents vulnerable to the health risks associated with contaminated well water. The focus will be on legislative efforts to secure more permanent and adequate funding, as well as exploring ways to make testing and treatment more accessible and affordable for all homeowners.
