What's Happening?
The Federal Government has launched the 2025 Personnel Audit and Skills Gap Analysis (PASGA) Project, aimed at creating a comprehensive workforce profile to inform future decisions on recruitment, training,
deployment, and career progression within the civil service. The initiative seeks to identify existing and emerging skills gaps in critical sectors such as ICT, project management, public finance, and data analysis. Coordinated by a Steering Committee chaired by Dr. Didi Walson-Jack, the project aims to enhance Human Resource Management systems through digitalization, improve efficiency, and cut costs by closing financial leakages and eliminating redundancies.
Why It's Important?
The PASGA Project is significant as it addresses the longstanding issue of fragmented and outdated personnel records within the civil service, which have resulted in inefficiencies and misalignments. By setting a new standard for transparency and data-based decision-making, the initiative aims to deliver accurate personnel records, identify skills gaps, and support targeted training and redeployment aligned with the evolving needs of government. This reform is expected to make the Nigerian civil service a model of efficiency, accountability, and innovation in public administration.

The Head of Service has called on Permanent Secretaries, Directors, union leaders, and staff across Ministries, Departments, and Agencies to demonstrate full ownership and cooperation. The PASGA Project is not merely an audit exercise but a reform tool that will shape the future of Nigeria’s workforce. The government is committed to building a civil service that is data-driven, merit-based, and future-ready.
