The National Reconnaissance Office (NRO), responsible for building and launching spy satellites, acquired commercial electro-optical imagery from vendors like Vantor, Planet Labs, and BlackSky through its $4 billion Electro-Optical Commercial Layer contract, awarded in 2022. Images obtained in 2024 revealed changes in the locations and types of Chinese ships at Sanya Naval Base in Hainan province. Additionally, the Joint Commercial Operations Cell (JCO) purchased images that assisted the U.S. Southern Command in identifying potential clandestine airstrips in Ecuador.
