Zvyagintsev was detained in early December following an undercover investigation. The suspect, a foreign worker residing in Israel, allegedly maintained contact with an Iranian intelligence handler who identified himself as 'Roman' and claimed to be based in Russia. Starting in October 2025, Zvyagintsev was reportedly tasked with surveillance missions across Israel, under the guise of tourism, which included photographing sensitive infrastructure and vessels at Israeli ports. He allegedly received payments in digital currencies for these activities. The Shin Bet emphasized that Zvyagintsev was aware that his actions were intended to harm Israel but continued due to financial incentives. An indictment has been filed against him for severe national security offenses.
