What's Happening?
The Digital Cooperation Organization (DCO) and the United Nations Economic and Social Commission for Western Asia (ESCWA) have signed a Memorandum of Understanding (MoU) to enhance collaboration on digital economy development and responsible artificial
intelligence. This agreement, signed by UN Under-Secretary-General and ESCWA Executive Secretary Rania Al-Mashat and Digital Cooperation Organization Secretary-General Deemah AlYahya, follows a meeting between the two organizations' principals three months prior. The MoU signifies a rapid progression from strategic alignment to a formal cooperation framework, aiming to translate shared ambitions into practical implementation. The partnership will focus on connecting regional digital strategies with country-level execution, specifically addressing digital investment, skills development, institutional capacity, responsible AI, and technology policy. The scope of this collaboration is anticipated to broaden as more countries, including Lebanon, the State of Palestine, and the Syrian Arab Republic, join the DCO.

This collaboration is important because it aims to accelerate the growth of an inclusive and sustainable digital economy within the Arab region, which represents a significant economic bloc with nearly USD 3.5 trillion in GDP and over 800 million people across 16 member states. By strengthening cooperation between the DCO and ESCWA, the initiative seeks to provide a stronger voice for the region's talent and innovation in shaping global rules for data and AI governance. The partnership will support governments in moving faster on critical areas such as digital investment, skills development, and the implementation of responsible AI. This could lead to enhanced economic opportunities, improved digital infrastructure, and a more skilled workforce in the participating countries, ultimately contributing to their socio-economic development and global digital competitiveness.

Following the signing of the MoU, a joint action plan will be developed to outline specific areas of cooperation over the coming years. The intention is to agree on a concrete calendar of activities for 2027 before the end of the current year. This will involve practical steps to support governments in accelerating digital investment, skills development, and the adoption of responsible AI. As Lebanon, Palestine, and Syria join the DCO, their perspectives will be integrated into the Global Digital Compact review and the Global Dialogue on AI Governance, providing evidence, experience, and results from the region. The partnership's scope is expected to expand further as more countries become members of the DCO, indicating a continuous effort to broaden digital cooperation and impact across the region.
