What's Happening?
The United Nations Environment Programme (UNEP) is actively supporting Paraguay in its climate action efforts through the NDC Act & Invest Initiative. This global program, funded by the International Climate Initiative and the NDC Partnership’s Partnership Action
Fund, aims to help countries enhance their climate ambitions and translate their Nationally Determined Contributions (NDCs) into actionable plans. In November 2025, Paraguay submitted its updated NDC 3.0 to the United Nations Framework Convention on Climate Change, committing to a 10% reduction in greenhouse gas emissions unconditionally, with an additional 10% reduction contingent on international support. The updated NDC emphasizes adaptation priorities in sectors such as agriculture, land-use, water management, and territorial resilience, while promoting environmental governance and inclusivity.

Paraguay's updated NDCs are crucial for addressing the country's vulnerability to climate change, given its reliance on climate-sensitive sectors like agriculture and forestry.
