gather real-time information on adversary activities. Historical precedents, such as Coast watchers in WW2 and the use of applications like Ushahidi in Haiti, demonstrate the utility of civilian contributions. In Ukraine, applications like Evorog (a Telegram chatbot) and Eppo (for reporting aircraft/drones/missiles) enable citizens to report enemy positions and incoming threats, significantly enhancing situational awareness. The legal permissibility of such activities has been analyzed by organizations like the International Committee of the Red Cross (ICRC) and West Point’s Lieber Institute, concluding that civilian reporting of information on belligerents is permissible within the Law of Armed Conflict.
